Re:       Breaststroke – Timing of Permissible Butterfly Kick After
the Start and Turns

1. On November 29, 2014, FINA convened an Extraordinary Congress in Doha, Qatar and adopted changes to FINA rules.

2. The Rules and Regulations Committee acting pursuant to the provisions of Rule 511.1, hereby amends the following rule to conform to the rules of FINA.

3. Rule 101.2.3 is amended – the underlined passage indicates the affected wording.

“101.2.3 Kick – After the start and each turn, at any time prior to the
first breaststroke kick a single butterfly kick is permitted. Following which,
all movements of the legs shall be simultaneous and in the same
horizontal plane without alternating movement.

The feet must be turned outwards during the propulsive part of the kick. Scissors, alternating movements or downward butterfly kicks are not permitted except as provided herein. Breaking the surface of the water with the feet is allowed unless followed by a downward butterfly kick.”

4. The rule, as amended, is effective immediately.

Standard CT DQ Slip

At our Annual Officials Meeting on September 27th we had over 100 attendees! Great turnout! Thank you all for coming.

We covered a wide breadth of topics and had great break-out sessions for
all certifications. All those that attended have fulfilled their clinic requirements
for 2015! Credits have been distributed so please check your OTS account to be sure your clinic credit is posted.

Thank you Ed Becker for the enlightening slide show on the national experience!

We also launched a NEW CT DQ Form for all teams to use at all meets!

We would like one standard DQ slip used for all CT meets. Please go here to download the PDF of the slip to print them for your team’s use. These slips also include Hytek codes so no customization is needed. They improve continuity of
all DQ slips & codes. They also mirror the language used on the new national slips. Select the November 2013 USA codes in the Meet Setup screen
of Hy-Tek MM5 and they will automatically link up. Please do not use officials on deck to determine code numbers their job is to observe athletes and judge swims.
